SOFIC 09 reflects a fundamental change from USSOCOM’s prior Advance Planning Briefings to Industry. This new generation of Special Operations conference will be an industry-sponsored forum which will emphasize innovative presentations from industry and academia regarding new technologies and capabilities, as well as sessions with key command and military leaders on problems, capability gaps, and emerging requirements. SOFIC 09 will continue to be the premier networking opportunity for government and industry special operations developers, program managers and operators.
As United States and coalition defense forces engage in an ever widening spectrum of activities covered closely by the global media and an unguarded internet, it is essential that Industry provide the support and solutions required to help fill the technology capability gaps arising from a broadening series of threats. The Global War on Terrorism underscores the need for continuous transformation while simultaneously prosecuting the fight. To win, Defense and Industry must take an enterprise view of the problem to develop ways and means of synchronizing and integrating the diverse wartime missions of the disparate Departments and Agencies of United States and of coalition governments.
SOFIC 09 will address the challenges, emerging technology gaps, and the important way ahead for the United States and our coalition partners by providing preeminent subject matter experts from the Department of Defense and Industry to discuss these vital topics. Attendees will have the opportunity hear from the “Tip of the Spear”—our special operations warriors; participate in discussions and exchange views with Government and Industry participants; and view the technologies on the shelf, and in development, that are being incorporated as new tools in waging the Global War on Terrorism.
More importantly, the SOFIC 09 agenda reflects a substantive change from prior USSOCOM Advanced Planning Briefings to Industry. This year significant emphasis will be placed on the science and technology issues and their potential solutions for our Special Operations Forces. The format will be that of a science and technology conference with technical papers from researchers, developers, and program managers in industry, academia and Government addressing specific challenges faced by our special operators.
SOFIC 09 will continue the tradition of past conferences to be the premier meeting place for special operation’s suppliers, exhibitors, laboratories, and operators from Government, industry and academia. It will continue to provide an engaging environment for sharing ideas while being immersed in the latest technologies focused on giving our SOF Warriors an unparalleled edge. Whether you are a seasoned veteran of past conferences or this, your first visit, SOFIC 09 will be a professionally rewarding experience.
The Conference Committee challenges you to contribute directly to the continued success of SOFIC 09 by submitting previously an unpublished work and especially encourages original papers supporting the 2009 SOFIC theme.
THE CONFERENCE:
The Special Operations Forces Industry Conference is the premier event of its kind in the world. The conference draws over 1200 attendees from Government, industry and academia, and features nearly 500 exhibits.
The theme for SOFIC 09 is: “Science and Technology for Special Operations Forces – Improving Operator Capabilities for Fighting the Global War on Terrorism.” Stated objectives include development of a shared understanding of the USSOCOM Command’s needs and priorities and to establish greater synergy and responsiveness between industry’s technology development activities and the Command’s technology gaps. As a result of participating, attendees will develop insights, establish partnerships and begin to understand how to respond to the Technology Development Objectives (TDOs).
SOFIC 09 will be a panel led, science and technology conference, with formal presentation of reviewed technical papers. The Conference has been organized into four Categories, each led by a Technical Subcommittee.
Papers will be selected on the basis of technical innovation and relevance to the SOF community’s technology development interests.
SOFIC 09 is presented by Meeting Matters Plus, Inc., with support from the US Special Operations Command, the service labs and defense agencies responsible for developing Special Operations unique systems and equipment.
THE SUBCOMMITTEES / CATEGORIES:
Command, Control, Communications and Computers (C4) Technologies -- This subcommittee is seeking papers on practical concepts and technologies as they can be applied to each of SOF’s unique applications for the C4 area. These technologies may include, but are not limited to: Low-power, low-noise amplifiers (LNAs) technology; digital receiver/transceiver and antenna technology; mobile ad-hoc networking technology; secure mesh technology; space system applications; optical and millimeter communications technologies; advanced encryption technologies; applications of cloud computing technology; distributed data systems; C4 specific power and cooling systems; micro-miniaturized sensors; digital data-links; data search technologies; service oriented architecture (SOA); multi-level security and cross domain technologies; and advanced networking technologies.
Intelligence, Surveillance, and Reconnaissance (ISR) Technologies -- Papers submitted to this category should deal with enabling technology solutions addressing SOF unique applications that can be applied to capability shortfalls in the ISR area. Typical topics include: advanced technologies for tagging, tracking, and locating; multi-spectral sensors, foliage penetrating technologies; other technologies that support, or enhance, persistent ISR; blending of actionable intelligence information with real-time operational support; and personnel identification through biometrics. The focus for all of the technology solutions offered should maintain a focus on increasing the capability for the SOF Operator, and support tactical units on the move.
Mobility Platform Technologies – This subcommittee is seeking papers on practical concepts and technologies as they can be applied to each of SOF’s land, sea, and air mobility platforms. SOF peculiar, or SOF unique technology solutions in support of current, or next generation platforms is required for consideration. Interest areas include, but are not limited to: Maritime Mobility Technologies that may apply to next generation maritime craft, and SEAL Delivery Vehicles, underwater navigation, combatant submersibles, power plants and energy systems; Aircraft and aviation mobility, sensing and occupant protection/countermeasure technologies such as enhanced pilotage systems, advanced aircraft avionics, , advancements in terrain following/terrain avoidance, engine noise suppression , other signature reduction advances for UAV’s; multifunction , conformal antenna arrays for UAVs, Human Control Interfaces, and ground vehicle technologies to include next generation ground vehicles, weapons platforms and targeting systems, and counter-sniper detection capabilities.
Individual Operator Technologies – This Subcommittee is seeking papers on the advancements in technology that may be applicable, or enable improvements in support for the individual operator’s capabilities. These technologies may include, but are not limited to: Weapons technologies of tunable weapons, advanced ammunition, night vision technology advancements, conformal antenna arrays, sonic projection capabilities to support PSYOP operations, electronic paper (EP); ultra lightweight airdrop capabilities for team re-supply, advancements in body armor, virtual training system technologies, medical technologies supporting combat casualty care, micro labs for field diagnostics, and human performance enhancements.

ABSTRACTS (Stage 1). As a prospective author, your chances of having an abstract accepted are significantly greater if you send your abstract to the appropriate subcommittee, so please read the descriptions carefully and utilize the flowchart provided on the submittal website to aid in selection of the correct subcommittee. It is also vital that you submit your abstract on time.
PAPERS (Stage 2). If your abstract is selected for expansion into a paper, you will be assigned a “Mentor,” who will be your liaison to the subcommittee and champion for your paper. The technical forums will be the means for industry and government offices to showcase applied research, advanced development activities, and prototypes which have innovative capabilities for the SOF operator. As a prospective author, your chances of having your paper accepted are significantly greater if you work closely with your Mentor. Papers may be accepted for publication and presentation at the conference, or for publication only in the conference proceedings. Papers which have been previously published will be accepted on the basis of relevance and technical merit.
PRESENTATIONS (Stage 3). If your paper is selected for publication and presentation, you will be required to submit a presentation for peer review prior to the conference. Fundamentally, presentations should be designed for a 20 minute time-slot, plus five minutes of questions and answers. Complete and detailed requirements for the presentations will be available on the conference web site.
